JOB SUMMARY:
The Human Resources Director reports directly to Tribal Council / CEDCO Board of Directors. This position is responsible for planning, implementing, and operating a comprehensive Human Resources Department for the Coyote Valley Businesses (casino, c-store, hotel) and Tribal Government Operations. This position is responsible for establishing an operational system for all applicable facets of Human Resources operations. This will include, but is not limited to: leadership and strategic planning, policies and procedures, recruitment and retention, employee benefits, employee wellness program, performance evaluation and counseling, employee development and training, compensation, employee problem-solving process, legal and regulatory compliance, and effective communication with all entities.


 

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Essential functions may include any of the following tasks, knowledge, skills, and other characteristics. The following list is not intended as a comprehensive list but rather to provide a representative summary of the major duties and responsibilities.


1. Manages all functional areas of Human Resources (HR): training and development, staffing and recruitment, employee relations, and employee benefits.

2. Creates a uniform approach to developing and implementing recruitment plans, interview schedules, and evaluation standards in accordance with HR methodologies and labor laws.

3. Provides the Tribal Council and Executive Management with monthly reports.

4. Analyzing HR data to track key performance indicators (KPIs), identify trends, and provide insights to leadership. Develop, regularly review, and maintain organizational charts and job descriptions.

5. Ensures that all applicants are pre-screened and presented to hiring managers in a timely manner.

6. Establishes and facilitates exit interviews and procedures.

7. Oversees and participates in assembling analysis, and maintenance of records required by law or local governing bodies, or other departments in the organization.

8. Develops and implements comprehensive HR strategies that align with the tribal business entity's strategic plan goals and objectives, including workforce planning, talent acquisition, succession planning, and employee engagement initiatives.

9. Leads the requirement process, identifies top talent, conducts interviews, and manages the onboarding experience for new employees.

10. Provides managers and supervisors with technical support in managing employees, ensuring that discipline and terminations are applied fairly and consistently throughout the company.

11. Ensures adherence to all applicable employment laws, including anti-discrimination, safety, and labor regulations.

12. Identifies training needs and develops/delivers training programs to enhance employee skills and performance.

13. Develops, implements and updates policies and procedures, and assists management with compliance.

14. Ensures employee documentation is completed accurately and completely; manages employee HR files and documents according to regulations and policies.

15. Participate Investigate employee concerns, resolving conflicts, addressing disciplinary issues, and maintaining positive employee relations.

16. Identifies training needs, developing and delivering training programs to enhance employee skills and performance.

17. Responsible for establishing, executing, tracking and maintaining attendance and certification records on training such as Sexual Harassment, TIPS training, Safety, Title 31, HIPAA, and all other required/mandated training.

18. Leads and mentors a team of HR Professionals, create a schedule, evaluate performance, delegate tasks, and foster a positive work environment.

19. Attends interdepartmental meetings as requested.

20. Required to coordinate and facilitate regular Executive Management Meetings.

21. Must consistently demonstrate a high level of customer service to customers and employees, and represent Coyote Valley in a friendly and professional manner.

22. Assists with and may participate in Tribal events.

23. Available to work weekends and evenings if needed.

24. Maintains professional behavior with positive representation of Coyote Valley while on and off the clock.

25. Must maintain strict confidentiality during and after employment.

26. Performs other related duties as assigned.


 

QUALIFICATIONS/REQUIREMENTS:

  • Master’s degree and at least two (2) year of experience in a professional HR position; or
  • Bachelor’s Degree in Human Resources, Business Administration, Organizational Management or related field, and at least five(5) years of experience in human resources management, preferably in the gaming industry; or
  • Associate’s Degree in related field, and at least ten (10) years’ experience in human resources management, preferably in the gaming industry.
  • High school diploma is required.
  • Must be proficient in utilization of technology and associated reporting processes and procedures.
  • Must be a knowledgeable user of Internet and communication tools.
  • Strong guest services commitment and associated skills.
  • PHR SPHR, SHRM certification preferred.
  • Previous experience leading and managing a group of employees in a professional setting.
  • Must be willing to work evenings, week-ends and holidays as needed.

 

Language Skills:

  • Must possess excellent communication skills, with ability to communicate effectively and professionally in oral and written form.
  • Ability to write routine correspondence and to speak effectively to the public, employees and customers.
  • Bilingual: Fluent in Spanish and English preferred

 

Reasoning Ability:

  • Must have the ability to deal effectively and interact well with the customers and employees.
  • Must have the ability to resolve problems/conflicts in a diplomatic and tactful manner.

 

Physical Demands:

The physical demands described here are representative of those that must be met by an Employee to successfully perform the

essential functions of the job. The Employee is also regularly required to stand; walk; sit; lift; and use hands to finger, handle or

feel objects, tools or controls. The Employee is also required to stand and move through all areas of the casino, hotel, c-store and

service departments. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth

perception, and the ability to adjust focus.


 

Work Environment:
The work environment characteristics described here are representative of those an Employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate loud. When on the casino floor, the noise levels increase to loud. Must be able to work in an intense environment where a high degree of concentration is necessary to perform the required job duties.

  • Must be able to be approved for and maintain a valid gaming license.
