Summary:
The Human Resources Services Manager represents a senior level contributor and functional leader of one or more human resources divisions. The incumbent will manage the areas of recruitment, onboarding, and compensation, and benefits. The incumbent will be responsible for delivering a fast-paced, innovative recruitment process. Additionally, the incumbent will manage and administer the benefits, workers compensation, FMLA, COBRA, retirement options, etc. for Colville Tribal Federal Corporation (CTFC). The position will oversee and assist in the execution of minimizing risk CTFC.
Essential Functions:
- Responsible for personnel functions such as interviewing, hiring, orientation, training, development, supervision, delegations, evaluations, and disciplinary actions; will perform these functions in a timely manner.
- Oversite of HR recruiting and benefits goals and objectives.
- Oversees posting and advertisement of job announcements, ensuring appropriate levels of information so that candidates can respond.
- Plans special and targeted recruitment processes to locate and attract specific subject skills or demographics.
- Serves as a subject matter leader and mentor for others on the most current trends governing proactive recruitment and employment.
- Serves as a subject matter specialist in job classification and compensation. Conducts studies of positions, updates descriptions, determines and recommends salary ranges, and works with departments and entities to discuss and propose job designs.
- Conducts research of employment trends, legislative actions, and other information that may influence job classifications, payrelated decisions, recruiting, and other HR related topics.
- Maintains uptodate inventories of job descriptions and organizational charts. Sets up schedules for periodic reviews of job descriptions, organizational charts, supervising and preparing uptodate documentation.
- Conducts periodic reviews of team members’ placement in salary ranges to stay uptodate with internal pay equity goals.
- Directs and executes daytoday administration of the benefits program elements. Assures that team members are properly oriented, questions are answered, documents are processed on a timely basis, bills are processed, and required reports are completed.
- Oversees and performs the processing of enrollment, claims, and other benefits documentation.
- Provides regular communications about the benefits programs through open enrollments, periodic orientations for new team members, and written communications. Serves as a resource to team members for benefit questions. Assists team members in solving problems with coverage.
- Monitors COBRA and other required procedures for eligible team members.
- Oversight of and participates in minimizing risk for CTFC.
- Researches, develops, and maintains professional relationships to support future endeavors.
- Develops and compiles reports in an accurate and timely manner.
- Maintains accurate and organized file system.
- Oversees and applies FMLA, LOA, Modified Duty assignments, workers compensation, etc.
- Makes decisions that comply with laws, policies, procedures, regulatory requirements, and best practices within the scope of human resources management in a tribal gaming and corporate environment.
- Interprets policies and procedures and perform some of the duties of the Director when absent.
- Compiles and enters information into the computer system and HRIS database.
- Must maintain confidentiality.
- Demonstrates honesty and integrity in all aspects of their work.
- Responsible for ensuring that work duties are completed in a fair, unbiased, and consistent manner.
- Provides a high standard of professionalism and guest service.
- Performs other duties or special projects as assigned.
Knowledge, Skills, and Abilities (Minimum Qualifications):
- Must be at least 18 years or older.
- High School Diploma, GED or equivalent.
- Requires a Bachelor’s Degree in Human Resources, Business Administration, or related field with five (5) years of progressively responsible experience that demonstrates the ability to successfully fulfill the essential functions of the position; OR
- Requires a combination of ten (10) years of progressive responsible experience that demonstrates the ability to successfully fulfill the essential functions of the position.
- Requires two (2) years of supervisory experience.
- Welldeveloped human relation skills to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions and training, and to facilitate training and discussions in individual and group settings.
- Special skill at facilitating small group processes, for resolving problems with quantitative and qualitative dimensions, and optimizing teamwork with diverse groups of staff.
- Ability to communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization.
- Ability to plan, organize, and prioritize work processes in a highvolume environment in order to meet schedules and timelines.
- Ability to analyze data from multiple information ports by comparing and contrasting data to draw a conclusion or to identify trends.
- Ability to work mathematical concepts.
- Excellent spelling and grammar abilities.
- Ability to work with minimal supervision.
- Excellent communication and interpersonal skills.
- Must be computer literate with intermediate proficiency in Windows based programs.
- Ability to operate office equipment.
- Ability to become a subject matter expert in a HRIS database and/or software systems.
- Must have an indepth and strong working knowledge of Tribal and Federal laws to ensure compliance with all applicable regulations, ordinances and established policies and procedures.
- Ability to be fair, consistent, honest, and unbiased.
- Ability to take initiative and be proactive in the duties of the position in order to meet mandated deadlines and to comply with HR goals and objectives.
- Ability to work various shifts including evenings, holidays, weekends, and overtime.
- Ability to communicate professionally in written, verbal, and nonverbal format while portraying a friendly tone, word choice, and body language.
- Must successfully complete Title 31, Banking Secrecy Act training upon hire and annually.
- Must have a valid driver’s license.
- Must possess a current and valid Tribal Gaming License.
Physical Demands / Work Environment:
- Manual and finger dexterity as required to perform daily job duties.
- Ability to frequently sit for prolonged periods of time.
- Ability to occasionally walk or stand for prolonged periods of time.
- Ability to frequently bend, squat and reach.
- Ability to push and pull frequently.
- Ability to comprehend complex issues.
- Sufficient visual acuity to write, recognize printed materials, computer screen, and notice nonverbal behavior.
- Speech and hearing ability to project voice to small and large audiences, carry on telephone conversations, hear and grasp verbal communications and equipment prompts.
- Must be able to drive in adverse weather conditions.
- Periodically exposed to high levels of noise and tobacco smoke.
